[Two departments: By 2025, the first batch of coal power low-carbon transformation and construction projects all start to transform and apply a batch of coal power low-carbon power generation technology] July 15, the National Development and Reform Commission, the National Energy Administration formulated the "coal power low-carbon transformation and construction action Plan (2024-2027)". It is proposed that by 2025, the first batch of coal power low-carbon transformation and construction projects will be started, and a number of coal power low-carbon power generation technologies will be transformed and applied. The carbon emission of related projects is about 20% lower than the average carbon emission level of similar coal power units in 2023, significantly lower than the carbon emission level of active advanced coal power units, and explore beneficial experience for clean and low-carbon transformation of coal power. By 2027, low-carbon coal power generation technology routes will be further expanded, and construction and operation costs will be significantly reduced. The carbon emissions of power generation of related projects are about 50% lower than the average carbon emission level of similar coal power units in 2023, close to the carbon emission level of natural gas power units, and form a strong leading role in the clean and low-carbon transformation of coal power.
